To create a vehicle of social change through the mayors' office under the IAEWP Peace Messenger Designation of the United Nations, using the good offices of the IAEWP in each city where the IAEWP chancellor of that city resides, culminating in a world-wide events in the Year 2000 at the millennium complex in Greenwich England, to coincide with the Tenth World Peace congress of the IAEWP

The IPC Programs asks the question:
"What are the qualities of an International Peace 2000 City"
of citizens of the world. Programs to be officially launched at the United Nations Peace Day September 16th 1997.

World core curriculum materials, teaching sustainability, world citizenship, human rights, conflict resolution, quality of life experience through joy, love trust, courage, responsibility and integrity, peace activities, the language of peace, and vertically integrated life-long learning models.
